How to fix error occurred while loading resource dll
When opening control panel I receive Power Manager.... An error occurred while loading resource DLL.  Laptop locks up until diaglog box is closed. Google searches point to Lenovo power manager. I have removed, reinstalled the latest version, ran windows repair, booted in safe mode all with the same results.  Any time control panel is opened the error occurs. Nothing recorded in event logs.

Any ideas?  Windows 10 Pro

Did you change the laptop battery ?
Does that error happen even if you are plugin with AC Adapter or on battery ?
Uninstall all lenovo bloatwares and check if that helps. then you can Install them one by one and check the issue.
Also you may need to remove or update power manager for compatibility with Windows 10.

Both,  on battery and plugged in etc.

I've done this. Uninstalled all Lenovo Bloatware and error still occurs.  Although it seems to point to those types of apps the only time I get the error is when I open the control panel.  

I went through each item in control panel (small icons) just to see if something triggered it but nothing.

Did you try Windows 10  Repair Install with an In-place Upgrade ?

Ran Windows 10 repair after removing bloatware,  Downloaded Latest Windows 10 ISO from Windows , prior to that I ran SFC /scanNow with clean results.

I've run CCleaner on the registry, its scans clean.  Driving me freaking NUTS!!!!  LOL

You are not alone, I'm going to do some search on it and will let you know the results.

Did you check this answer which there is a scheduled task related to Lenovo Power Management and you need to delete it.

Also, check for this file,  C:\windows\system32\PWMCP64V.cpl   and delete that file.

Then, search your registry for "PWMCP64V.cpl" and delete any references to it.

In particular, there should be several entries under this key that will need to be deleted:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Extended Properties

Hmmm,,  you might be on to something here, getting a bunch of error in just opening task scheduler about the selected xxxx no longer exists. I found a lenovo power entry and deleted it. Loaded control panel 4 times with no issue then on the 5th and every time after I get the same error. I think we're in the right area. digging in now.  GREAT FIND!

I went through and cleaned up the errors that task scheduler reported when opening and now task scheduler opens without errors but the same errors when opening control panel.

At this point I'm ready just to wipe out and reload, so many apps on this laptop! Hughhhhhhhhhhhhhhhhhhhhh!

no difference, tried 2-3 restore points. I'm not sure how long this has been going on as end users don't go to the control panel that much

While looking on-line for information, to try  resolve a problem. I came across the page.  Another chap had the same problem as me.
Followed the advice given in the replies - hey presto!   Problem solved!
Expert comment by Ramin - resolved the problem for me...   Therefore I would like to say a big 'Thank you'

Used guidance from Expert Ramin and first went to https://forums.lenovo.com/t5/ThinkPad-X-Series-Laptops/Power-Manager-quot-An-error-occurred-while-loading-resource-DLL/td-p/2215488 and deleted the File in Task scheduler. Then followed guidance on checking for this file,  C:\windows\system32\PWMCP64V.cpl   and deleted it. Then, searched registry for "PWMCP64V.cpl" Did not find any references to it. Went specifically to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Extended Properties and made sure that there were no incidences. Restarted PC and opened Control Panel. Problem fixed. Many thanks to Expert Ramin.
