what (if any) are the main risks in hosting databases from multiple different applications on the same instance of SQL Server?
And on the flip side, can you think of any logic why an admin/DBA would set things up that way?

How it's more easy to manage a SQL Server instance with dozens or hundreds of databases? You need to set the necessary number of CPU and memory, plus the necessary storage. Maintenance plans for each of the database and some might have different needs (for example, find the best slot time to perform the maintenance tasks taking in consideration the SLA for each application).
Yes, the security is also a problem. Users shouldn't have any kind of access to production environments.
