Prevent users from using the Outlook APP

We are using Exchange 2013
We have a need to prevent all except a few users from using the Outlook APP to access their work email from their phone or tablet.
Is the a rule that someone has created who could share on how they set this up?

Also you could create mobile policy so you get a notification as well when somebody will attempt to connect their account to a mobile device.

Excellent! I had disabled the outlook Web App but never realized there was a separate setting for Mobil Devices.
