Looking for a way to block an executable on one Terminal Server for all users

I’m looking for the simplest way to block a single executable for running on a Windows 2008 terminal server for all users. Specifically, I want to prevent users from executing GoToMeeting Opener.exe

I am aware of  AppLocker and Software restriction policies, but I was wondering if its possible to to by a registry entry or other means.

That is the method I was referring to. You can just rename and block goes away.

AppLocker the only MS option but OP cannot or do not want to use it

What is wrong with using applocker? Why would you prefer something else?

I was looking for a quick fix to start blocking one executable immediately, but in the end I wound up running AppLocker in audit-only mode and excluded the paths of any executable's I wanted to allow people to run based on my event logs.
Applocker does know block rules - setup very quickly.
