Is there a way to notify the users , through an email from SCCM, that their machines are getting restarted at a specified time?

yes, but then I would rather recommend SCCM though, as that will detect if a system is online or not.
Does the script need to do anything else other than check if an update is there or not? If all you need is to check what systems don't have it, you are better off running a report from WSUS/SCCM (depending on your configuration).
