Windows Firewall - Force Public Zone when not on domain

Hi All. I need all of our laptops to use 'Public' as their network location and have the Windows firewall enabled - whenever they are not connected to the domain LAN. We have a mix of Windows 7 - Windows 10 devices.

I am working on a GPO to take care of it but not having too much luck.

The setting to enable firewall when on Work or Public network location / profile is simple;

Computer policies\windows settings\security settings\windows firewall with advanced security\ turn on private and public, leave off for domain

That part is easy and working.

My issue is getting group policy to successfully force all non domain connections to use a public network location.

The only relevant settings I can find are here:

Computer policies\windows settings\security settings\Network List Manager Policies

I have 'Unidentified networks' and 'Identifying networks' set to Public, and 'Users cannot change' set.

I can confirm the GPO is applied via gpresult, and I can confirm the firewall settings pushed via GPO and the setting not allowing user to change network location are all working.

However profiles keep defaulting to work and not public. I am testing by connecting to random WiFi SSIDs not part of domain. Any ideas?
