Xamarin for an iPhone App?

I am a C# developer and Mac user and like the idea of using Microsoft's Visual Studio 2017 for Mac to write a cross platform app for iPhone and Android.

I have played with Xamarin and understand it's actually a website I would be offering, which is in stark contrast to an Objective C native app.

My question involves the need to the App Store from Apple.

If I wrote a cross-plarform app, could I distribute it outside the Apple channel? An iPhone user can purchase anything they want from a website.

So, is a Xamarin created "app" similar enough to a native app that it is blocked by Apple? I thought that, being based on a JavaScript library, it only required a web browser to run.

Please explain why such a non-native app needs to be jail broken?

I would never JB an app or tel a customer to do so, and was asking more to probe the difference between native iPhone app's and Xamarin apps.
