Start Registry Editor (Regedt32.exe).
Locate the following registry key:
HKEY_LOCAL_MACHINE/System/CurrentControlSet/Services/Netlogon/
In the right pane, double-click the DependOnService value .
In the Multi-String Editor dialog box, type the following strings on separate lines, and then click OK:

is there a question in there.
Is this the only DC in the environment, do you error dealing with jrnl_

Usually, that event includes the direction to the fix.
Look for burflags d2/d4 fixes.
this is the error i am getting

Can you post the actual error you get when you try to start the Netlogon service? I don't see it in your question.
