Windows 2008 R2 Core May 2017 Microsoft Updates

On my Windows 2008 R2  server when it checks for updates it states that none are available and see the last patches installed were two months ago. I tried to download and install the May 2017 Security Update and it stated that it did not apply. Does this month update truely not apply to Core? I know it has a small attack service but seems to light on patches for me.

I am not seeing it installed yet when I run check for updates via Sconfig it states that non are available. I have even tried to reboot the server and got the same result.
I haven't played with 2008 Core in a while.  I assume there's still a WindowsUpdate.txt in C:\Windows?  Any messages/errors or indications that it can't reach Windows Update completely?  (And confirm whether it's attempting to go against Microsoft's Windows update repository... or if you have WSUS local...)
thanks for the great tips... the info about SP1 missing was very helpful
