I cannot edit any of the existing GPOs in our single domain.
I cannot edit or create a new gpo in our single domain.
We recently changed our IP range and had a bit of an issue with DNS and since then if I try to edit and apply a setting to an existing GPO I get
The specified server cannot perform the requested operation
Interestingly, the details of a GPO are listed but when I edit one of them it says it is not configured.

Check that Authenticated users have Read rights
You could try the Gpofixup.exe tool to fix group policies.

We only changed the IP range and not the domain name. A problem popped up the next day - no one could access their work, drives, etc.
Had to re-create/reinstall DNS. Then could not edit GPOs with the error: The specified server cannot perform the requested operation
would GPOfixup help in the situation where the domain name remains the same but the IP range is changed?

To be honest I would not know if it would have helped in your situation.
