I used that too, even all options on SAfe mode but still on that black screen,. with mouse cursor only
if it is a VM
Create a new VM, promot to DC, transfer the roles, and remove the old DC from AD.

Can you open command prompt by pressing F8?

can you run sfc /scannow and see any errors?
Try to run Startup Repair with Installation CD/DVD
1. Insert the installation disc.
2. Restart the computer from CD/DVD.
3. Set your language preference, and then click Next.
4. Click Repair your computer.
5. In the System Recovery Options dialog box, click the operating system that you want to repair, and then click Next.
6. In the System Recovery Options menu, click Startup Repair to start the repair process.
7. When the repair process is complete, click Finish.

Removing Pending.xml fixed the problem... after a reboot server is back to normal.. Thank you..
Are you willing to connect remote registry of the server from any other server and check if HKEY_CURRENT_USER\CONTROL PANEL\COLORS has all the values present?
