Exchange 2010 permissions issue

In Exchange 2010 I have several public folders. One in particular is our JOBS folder. It is broken down into sub folders 0-9, A-D, E-L, M-R and S-Z. I have a couple users that need to be publishing editors so they are in a group that I have given these permissions using the Exchange management console. I also assigned the permissions to each individual folder in JOBS as well as applying the permissions individually to each user for the JOBS folder and each individual folder. On their Outlook I can check the permissions and they are correct. But if I go to a folder farther down the alphabet in any of the sub folders the permission is only Author. It's like the permission does not propagate through the entire folder, it's baffling me. I don't really know powershell or if that is what would be needed. Any help would be appreciated.

Have you checked "Apply client permission changes to this folder and all its subfolders"

I had actually tried applying permissions this way but it took forever and returned an error after a very long time (we have a LOT of Jobs folders) I then applied the permissions by right clicking on the folder and going to properties>permissions. Is this not a good way to do it?
I would follow the article.  Check this section to make sure you have the correct permissions:

Overwrite child public folder settings with the parent public folder settings

You need to be assigned permissions before you can perform this procedure. To see what permissions you need, see the "Public folder client permissions" entry in the Mailbox Permissions topic.
Cool, I'm running it right now. I know from experience it could take an hour or so.
