Flash will not play in Chrome (WIndow 10)

I cannot get Chrome to run Flash even following all the tips I have found searching for solutions. Flash works fine on Edge, Firefox and IE.

I am running:
Windows 10 Version 1703 (Creators Edition) 64 bit
Chrome 58.0.3029.110 (64 bit)
Flash 25.0.0.171

I tried all the steps in

In Chrome/Settings/Advanced/Content Settings, Flash is set to "Ask first before allowing site to run Flash" , but it makes no difference if I set it to Always.

If I go to page with Flash, Chrome never asks if I want to run Flash.

I uninstalled Chrome and reinstalled Chrome, but that made no difference.

One suggestions was to check the size of pepflashplayer.dll in
"C:\Users\[my account name]\AppData\Local\Google\Chrome\User Data\PepperFlash\25.0.0.171" to see if it was 64 bit. It is 30,389 KB which indicates 64 bit.

The security privileges of "C:\Users\[my account name]\AppData\Local\Google\Chrome" (and subdirectories) allow Everyone full access.

Running Chrome as an Administrator makes no difference.

Any other suggestions?

Google has banned Adobe Flash to be displayed within Chrome browser. Do not expect you can change the permission.

Use Mozilla Firefox instead if you want to display Flash content.

I should have mentioned that I have added the specific sites I want to run the the Flash Exception list.

I do not have Creators Edition of Windows 10 to do a test for you. Sorry.

I do not have problems like your in Windows 7 x64 or Windows 10 Anniversary update.

Goto Event viewer to check for errors.

My wild guess is that your problem is related to a recent security update of the
OS. See whether the fix below can help

Uninstall Chrome and create a new user profile to see if that helps(please back-up your data before trying this step)?
Exit Google Chrome completely.
Enter the keyboard shortcut Windows key  +E to open Windows Explorer.
In the Windows Explorer window that appears enter the following in the address bar.
Windows XP: %USERPROFILE%\Local Settings\Application Data\Google\Chrome\User Data\
Windows Vista/ Windows 7/ Windows 8/ Windows 10: %LOCALAPPDATA%\Google\Chrome\User Data\
Locate the folder called "Default" in the directory window that opens and rename it as "Backup default."
Try opening Google Chrome again. A new "Default" folder is automatically created as you start using the browser.

It would be helpful to know what page doesn't work. The Adobe flash player test page, for example: http://get.adobe.com/flashplayer/about/ - how about it?

I had problem with flash based application on CHrome to some time ago and I did found some forum where people suggested to update microsoft silverlight too.
I did and since then all start working.
Try install new silverlight from Ms website.

i've been frustrated lately with chrome (58) and flash (25.0.0.171)
after a chrome update maybe a month ago, it refused to play flash content despite changing the settings to 'allow sites to run flash'
flash player test page works fine
trying to access my vmware horizon admin page (as an example) only says "requires adobe flash 10 or higher"; works fine in firefox and IE
putting it as an allow exception does nothing; still won't run
same issue at home (windows 10) and at the office (windows 7)

@McKnife- I first discovered there was a problem on a particular AmericanGreetings.com web page. On this page:

when I click the Preview button, it spins the "in progress circle" forever. That works instantly on the other browsers. The Adobe test page,

does not work.

says
"Is Flash installed? No Flash is disabled or not installed in this browser"
although is enabled.

When you (Jackie Man) suggest to create another user profile, do you mean a new Windows User or a new user in Chrome?

Let's be clear on your flash settings in chrome - you wrote " it makes no difference if I set it to Always." - there is no "always", so what did you set? And did you look at the exception list? You should check if a negative exception is set, one which blocks *.* for example.

Uninstall Chrome and remove all User Settings for Chrome first.

Restart computer and install Chrome, on its first run, new user setting will be applied for Chrome.

Add the exception list and test whether Flash will be blocked or not.

If still no go, create a new user in Windows and run Chrome to do a test.

@Jackie Man - What do you mean by " remove all User Settings for Chrome first"? Do you mean to log out of Chrome and delete the defined person?

I have had a small amount of progress since I last posted (sorry, been a busy week). A Chrome support person on the Chrome Help forum

suggested Resetting Chrome. That actually fixed my original problem, the one where the following site would not work when clicking the preview button:

But flash still has a problem and won't run on

What do you mean by " remove all User Settings for Chrome first"?

Remove all user settings is to log out from Chrome and reset the Chrome app to its default settings.
