Windows 7 - Removing Pending Updates via DISM

The original crash at boot is c0000145. I found an article that says it is from an update that didn't go quite right and that you can remove pending updates by using DISM. However I can't seem to get the "get-packages" to work so I can in turn "remove-packages". Is anyone familiar with listing and removing packages in Windows 7? The documentation is all over the map.

I have this Windows 7 computer booted with the boot media. I just can't get any of the DISM commands to work.

The computer doesn't boot. So I can't use the /online. Then... I think the real problem is that the .wim is not in the Windows directory but all the examples on doing this I think assume it is. Hence I keep getting "unable to access image". So to start where is the WIM supposed to be and what is it named?

@Ramin it says there are no restore points. Maybe I should "Take it from the top". This Windows 7 computer boots with a blue screen crash C0000145. Googling led me to believe it was a problem with pending updates but I am wide open to suggestions...
