Can't enable replication from one host to another

I have this problem replicating, from host to another both are Server 2012 R2 (version 6.3 Build 9600). Names are HVServer01...06, HVServer03 is the problem child.  All my other Hyper-V hosts i have no problem with replication. this happened just recently. More specifically, I can enable replication from all the other hosts to HVServer03 but can't enable replication from 03 to all other hosts.
I get the following error: "Could not get configuration details of the specified server."

Also, i can't reverse replication after failing over from 03 to any of my other servers. The error i get is "Hyper-V is not in a state to accept Replication."
I checked the firewalls and all the appropriate Hyper-V ports have been enabled.

I hope this makes sense.

Okay, thank you. so i'd like to focus on the enabling replication first. When try to enable replication on a new VM from 03 to any other of my host vms, i get the: Could not get configuration details of the specified server".
It comes up with the wrong port and authentication type. i've always use kerberos (port 80) which is usually auto-selected. when i get this error it sets the authenticion type to certificate-based... port 443
It looks like this works
