Can't install KB4019264 Error details: Code 80073701 Any advice?

I've been trying to install this through windows update on a win 7 SP1 home premium machine.

I keep getting the error 80073701

I've followed this page where I stop the services, rename softwaredownload folder, related files, updated windows update agent, etc.

and still get the error 80073701, same as before all those steps.

Any advice?

It's a home desktop not in work environment / not used much.

We did that last night - reboot, auto updates are on.  didn't install

Trying to get into c:\windows\logs\cbs\cbs.log and says access denied.

googling, someone said to run lpksetup.exe and uninstall the unneeded / damaged languages.

There's only 1 language english and has yellow triangle / exclamation.  can't uninstall that language since it's the only one?!

ANd googling pages, it talks about changing display language and on this win 7 home premium machine, doesn't seem to have that setting (I was going to try to install Great Britain english / some other version of english, delete then reinstall US english.  can't get there.

In that lpksetup, it wants location for the language I want to add and don't know where to get those.

ideas?
any way to download that update as a stand alone exe and install it 'manually' to get over this hump?  Yes, other updates may also balk but I'll worry about that when / if the problem returns : )
Try the WSUS Offline tool and use the Windows 7 section

I tried the troubleshooter... got the attached message.  or at least the WindowsUpdateDiagnostic.diagcab

when I go to

choose win 7, I get the attached error

I download wu170509.diagcab and immediately get a windows 'an error occurred while troubleshooting

(see attached)

And the other troubleshooter (not running at this point that might be keeping the one above from starting) runs a while and comes back with that error in the 2nd picture

Thanks for that update. Also SFC did not correct. So now you need to consider a Windows 7 Repair Install. Here is a tutorial to assist you.

went to http://download.wsusoffline.net/ 

click on the 10.9.2, opened the zip.  Copied the folder to an !admin folder.  Ran the UpdateGenerator.exe and got the message about path too long!?

sorry, if sfc was in one of the pages I posted, I didn't run it.

Doing that now.
Make a folder c:\temp, copy it there to unzip and run
SFC found no errors

I used c:\temp and offline installer ran!!

Downloaded files / took a little bit of time.

Reran it and it took some time but didn't have lengthy downloads.

Rebooted
ran windows update.

Said it still wanted to download that same update.
Had it do that and failed. but with different error 80246007

Now on to googling that error number.
Try the Windows 7 Repair Install I posted.

Try this:

1. Click Start, Run, type: cmd and press Enter & run the following command net stop WuAuServ
2. Click Start, Run, type: %windir% and press Enter
3. In the opened folder, rename the folder SoftwareDistribution to SDold or simply delete it
4. Click Start, Run, type: cmd and press Enter & run the following command net start WuAuServ

thanks guys. I tried all the things that were posted short of the win 7 repair install (and nobus' last suggestion). There's a limit to how much time we can spend on this.  We're going to see if this is the start of no patches getting installed or just this one has issues.

Nowadays, next month's patches include this one? So we'll have other packages that will patch what this patch is trying to do?

The machine is 3 years old. But it's an i5 w/ 8GB of ram, We're debating upgrading to win 10.  Any idea how much of win 7's files are part of win 10 / what the likelyhood of the language pack (which has the yellow triangle / !  on the only language - English getting fixed / replaced when doing the upgrade to win 10?
