Windows 10 HOME denying some Users access to Start

I have a Windows 10 HOME PC.  Foe reasons too complicated to explain here, I need to deny certain users access to the Start Menu and essentially everything except the Desktop (and the apps accessible from it).

I was told that this can be done using "Group Policy".  Where is Group Policy?  I downloaded a free App called Group Policy from Microsoft, but it doesn't allow me to do anything!

Group Policy Editor (GPEDIT.msc) is not natively included with Home, Starter or Student versions of Windows.  There are ways of manually installing this, some good guides already exist.  However if you are not familiar with gpedit then I would tread carefully.
