Cannot deploy GPO to some users
Windows 2016. I am creating a desktop shortcut object in GPO that I need to have deployed to all users in my domain. I have created it in my.domain>User configuration>Preferences> Windows Settings>shortcuts.
Clients are both Windows 7 and 10.
I then go to my desktop computer (logged in with my personal AD account which has admin privs) and do gpupdate and get the shortcut.
I then go to a test computer with a test user AD account, do gpupdate and do not get the shortcut.
Both users in AD are members of the same domain, the only difference being that my personal AD account is a member of the administrators group and the test user is a member of a teachers group.
Any insights on why I cannot get this to deploy?

The test account says that both the computer and user policies completed successfully.
My user (administrator) account does not report that it was successful, nor it if failed.
I ran gpresult /r to compare the two and I see the differences in Security groups. I don't want to have my teachers group be part of administrators.

Where are you creating the shortcut? If it is via user preferences the user must have rights to the folder (press F3)
