Upload or copy photos on pdf

Hello,
Is there a way I can copy photos on PDF , preferably 4 on each page and save the pdf in vb.net desktop.
I am using visaul studio 2017 desktop.

i don't work with vb.net - so you'll have to look that up by yourself, or on the net

It has been almost two months since we've heard from the asker, so I'm going to take a run at closing this. Scott's suggestion of third-party utilities, especially the excellent iTextSharp (the .NET port of iText), is worthy. The suggestion by nobus of using Word is interesting, and can probably be achieved programmatically in .NET by making calls to Word's Component Object Module (COM) interface. My suggestion of command line calls to ImageMagick (magick.exe) from .NET code is also worthy. Points split evenly among the three experts. Regards, Joe
