Facebook API, can I message all involved in a Thread?

Hi

In Facebook, 1000's of people can like or frown or comment on certain columns.

In the Facebook API, am I able to easily message those people interested in the topic? are there ways, Apps to do this? Any costs?

This message page suggests billions? Really . . . .? . . .  here

Do I need to use Java or PHP coding in any way?

There is a Java SDK aspect in there also, unofficial, but still, there. Is that safe?

Do you also think that Facebook has overuse (spam) restrictions w these SDK's? I'm considering finding Facebook Threads heavily read by people interested in my blog topic, there are many thousand users in these, and sending a polite notification of my venue for discussion. Would bots check for this as abuse? Any suggestions?
I was also prepared to message them personally, concerning their individual opinion, but that would take forever to contact thousands. Is that also spam?
