Off Domain PC User Permission on shared Folder
What is the best way in the easiest way to set this up.
They are trying to have the capability to add, modify, I am delete folders and files inside of a network share, but are doing so from the computer not registered to a domain.
The user RDP 's to the Server as an Admin, but the file work is done from local machine

Create a share (hidden?) with permissions for "Everyone". Put only things everyone should be able to get to in that folder.
I did not really understand the question here ..Can you let us know what exactly is the requirement

rdp doesn't care about the machine you are running rdp from.. if you connect then it is like you are physically on the machine you rdp into.. Anything the account that you connect with has permissions to, the person that is rdp'ing has access to. So what is your question?

That is the correct answer, however I like that hidden sheer message someone had put in up there. The problem with this one is it was not allowing me to change or update the stored credentials. I was able to do that by removing them from the credential manager
