Can it be upgraded to windows 10 so that I can run normal exe programs ?

Not likely because you would run into compatibility issue on the motherboard and BIOS
No, those CPUs are soldered onto the motherboard and the surface devices themselves have no end user serviceable parts.
I don't even think you case open the case on those.
Even if you can't upgrade it, there are lots of uses. More on topic: I sometimes use mine to remote desktop to a windows 10 desktop in my basement.

Good point - RDP is an excellent way to things you can't otherwise run.
You could also turn it into a picture frame... what I plan to do with mine.
