How do you find an anonymous poster?

I have been the victim of defamation by an anonymous person, although I have a very strong feeling of who it is.  I'm being  told that it's difficult to find out who the person is.  I have some technical knowledge but am not advanced in any way.  I keep hearing about finding IP addresses and ISPs from there, but can't that also be a dead end?

What if the person did not to use their own devices and accessed wifis at internet cafe's, starbucks, etc.  So if the person is not using their own wifi or their own devices, how do you find them?  Furthermore, what if they registered email addresses and accounts under alias names?

I had this question after viewing Can i get internet activity or browsing history from my ISP.

Thanks Dave!  But here's what I'm wondering; even if the cops investigate and get the ISP, if the person registered with a fake name and such, then what?
There are ways to investigate thru that since almost all signups have to be done online which may still lead to the original person.  However, the key is that unless your complaint is considered a serious legal complaint, they are not likely to do anything.  It takes a fair amount of time and resources to do these searches.
According to an attorney friend of mine, this would be considered harassment or defamation which is a civil matter.  He told me heard of another case similar to this from another lawyer. It was all a big dead end. IP address traced to ISP which lead to no real name. They figured the person must have used untraceable electronics and sat at public wifi places.  Seems so hopeless and will cost me money in the end!
It would probably have to be some kind of felony to get the 'big guns' involved to trace them down.

note that in order to hide his identity completely - he must be a pc wizard, not a regular user, or have someone helping him to set it up.

it's Obvious  - if you don't kno< how to hide yourself  - people will find you easily
