Are you trying to setup active/active site design? Currently, you are in active/passive design. Why you want to move to Site B? As lot of changes are required to make it work.

My WAN connections is down now and all my employees in site b wants my exchange mail back to work
Put is this situation site b will not working because there is no witness in his site
Also i try to make witnesses in site b put it failed
I am know in site b to move dag must do it from site A because it active.
Can i do active/active design after connection back it is better or not

Active / Active mean that the both site will have active DBs, which will be replicating to another site for the redundancy purpose, if most of your users are on site A, I would not suggest to make site B DBs and leave them for Site Resiliency only-only, you can better document the process so when there is a need any one of your team could do it.
I can see, you already accepted Sunil answer above. let me know, if anything else needed. For design related issue, post new question.
