Outlook 2013 fails to start

The computer is running Windows 10 Pro
Office 2013 click to run is installed.

When Outlook is starting, the white dots stop flowing across the blue box and a message : Microsoft Outlook has stopped working
A problem caused the program to stop working correctly.  Windows will close the program and notify you if a solution is available.

The mail utility will not start in control panel.  Outlook will start in safe mode [outlook.exe /safe]

I have gone to the add remove section of the control panel and chose change.  I then chose the first repair option and it failed.  I chose the second repair option and it gave a something went wrong message and had permission issues.
I followed the instruction in the link below and re installed Office 2013 from the CD

The Office re-installed, and I was able to install a few email addresses [gmail, sympatico, ].  I was able to send some email, and then added three outlook.com accounts.  This is when the above problem started.  I was able to start outlook in safe mode and remove the outlook.com email accounts, but I cannot access Mail from within the control panel

I had been checking several outlook.com accounts on Outlook 2013 for a while now.  I will not include them in the futuer.
