Let's start with the basics:

How is the user connecting:
-  wireless?
-  built-in wired ethernet?
-  external wired ethernet (USB, USB-C, Thunderbolt, ...)?

What sort of error messages or conditions are you seeing?

Some research online shows that those pesky wireless issues have indeed returned with Sierra for some people.  Certain pref files get corrupted when that happens.  The solution is to clear them and start over.

Doing so also clears up some wired connection issues as well, notably with external USB or Thunderbolt to ethernet adapters.  I have used that method a few times.  The full solution can be found at this link.
