UAC registry message for one user

Hi All,
I have a user account in one user OU which has blocked inheritance in Group Policy. The purpose of this account is to allow visitors to login but there it is quite restricted so they cannot do any damage. We are using Windows 10 x64 Enterprise and for some reason when this user account logs into a PC they receive a UAC message relating to the registry editor. I have tried applying a group policy to disable UAC but this does not work. I guess there is a process running in the background which is trying to start the registry editor but something is preventing this from running. We do set the proxy settings via group policy preferences using registry settings so maybe the message is being flagged because of this process.
Other user accounts in other OUs do not show this message so I am not sure what is causing this.

Open Task Manager and look in the Processes tab and the Startup tab for both the problem use and for a regular user.

Look for differences.
