How to do active active external ADFS in 2 sites

I currently have the requirement to load balance in an active active state 2 separate Datacentres, both with ADFS installed, this needs to be accessible externally and needs to be Highly available. The 2 sites are on different ISP's.

I am thinking about using an Azure Traffic Manager Profile and was wondering if anyone could provide their feedback on the idea and also if people could provide alternatives,

Hi Aaron,

The reason ADFS is being used is so that password hashes aren't being synced out to the cloud, also there is already a single ADFS server in a farm here for another application, so their is a need to make that more available.
The cloud is a very new thing for the organisation and they are trying to make their own decisions about whether they should use Azure or AWS so there is every possibility the Traffic Manager Profile would be be moved to the AWS equivalent.

The problem we have with the Traffic Manager Profile is there is a minimum of 2 minutes on failover.

Thanks for the suggestion, I will take it to the powers that be and see what they say, otherwise have you got any other ideas?
