Using a cell phone hot spot to route over a VPN

So if my understanding is correct from what I have managed to discover, the problem here is that any device connected to a cell phone hotspot, that has an active VPN, will simply route through the public ip connection on the hotspot and not go through the VPN.

Is there a way to 'route' through the VPN any device connected to the cell hotspot?  I have heard that possibly rooting the cell phone may allow this, but I have never rooted a phone before.

Or, is there another way to make this happen?  I am trying to create a secure VPN from our remote offices back to our main office using a cell phone...without having to step up to a LTE router.

No. You cannot do that.

The VPN has to be made at the device, not at the hotspot.
You would need custom routing software on the phone which would require rooting the phone. Depending on what backbone the phone has it might be possible. Linux, windows mobile possibly. Iphone might be harder.

I am trying to use a Samsung SGH-M919 with Android ver. 4.4.4

And would I need to write the custom software or are there ones available out there?
Android ver. 4.4.4 is not a recommended device to use at all and you are putting your corporate network at risk.

If you root it, you expose your corporate network at greater risk.

Think twice before you act.
Understood.  Any better suggestions?
