It will be licensed at Microsoft, so make sure the user has the license and proper email for the license. Uninstall it from the old computer and install on the new. You will have to account for the old uninstall and the new install at the licensing portal.

Are you also asking about how to migrate Outlook data which depends on the type(s) of email accounts that have been configured?
Accounts are normally stored in the registry so just re-enter. PST files are easily moved. Exchange files are just opened.

Missing components in the above description are

1 - IMAP accounts which may contain "This Computer Only" folders that can't be simply "moved"
2 - Sequence in which accounts are re-added (if more then one) impacting which data store is set as the "default data file" for the profile which contains default contact/calendar folders for the profile
Yes. I was addressing POP3 and Exchange. But I can easily move any Outlook from one machine to another.
