How to block with Firewall?

Is there a way to block an entire folder including the .exe everything inside a folder from connecting to the internet? If Windows 10's Firewall can't is there another Firewall that can?

What you need to do is to block ( from Inbound and Outbound connections ) all executable files in that folder with Windows firewall or your Antivirus firewall.

There are some third party firewalls like "Folder Firewall Blocker", but personally I don't trust them.

Is there something that can tell me every time a program or .exe is trying to make a connection to the internet? I noticed some programs connect to the internet automatically without notifying me. Would like to see exactly every program that is making or trying to make a internet connection by notifying me. And I'll make the decision to allow or deny access to the internet.

The firewall has a logfile but it won't notify you. You could setup scripts that do that based on advanced auditing events. Events can trigger tasks and tasks can do anything you like.
Are you using some kind of 3rd partu Antivirus? AV's (not free verions) have this possibility in their HIPS functionality.
