There are 5 different ways on there, I'd consider using Powershell unblock-file path "Path"

Alex presented a good article with what you need. However, I would go with option 1, which is the unblock the single file via the GUI. Only consider using path when it's a folder where you've somewhat vetted everything already. (For example, the Downloads folder I don't feel should ever be unblocked as a whole)

The experts' suggested options are good but not ideal if you always has to do it when you received such legit files. One other option is to enable (or uncheck) the policy on "Do not preserve zone information in file attachments". Once enabled, Windows does not mark the file attachments with their zone information and the warning will not be applicable. Not the best solution
You can do the unblock-path for a single file :-)

unblock-file -path "C:\Users\Brink\Desktop\Example.reg"
Where did you obtain the anyconnect web deploy file?

It seems that your domain administrator has applied GPO to your computer for application whitelisting and you need to ask your domain administrator for help.
