IKE and AuthUP IPsec Keying Modules won't start - Load Failure: 13876

I have a laptop that can connect to wireless and wired networks (detected) but has no internet (unidentified).

When setting static to the network, detects network name but no internet.

Cannot manually start the service.

Also cannot navigate to 127.0.0.1 or localhost - access denied.

I have scanned for malware, checked that everything is set to DHCP, re-installed NIC driver, reset using netsh int ip reset, netsh int tcp reset, netsh winsock reset.

Minitoolbox showed an error saying an attempt was made to access a socket in a way forbidden by its access permissions.

Any help would be greatly appreciated

The VPN errors are irrelevant at this point as you have no internet.

Try running TCP/IP Reset, DNS Flush.

Open cmd.exe with Run as Administrator
Then  netsh int ip reset c:\resetlog.txt
Also, ipconfig /flushdns followed by net stop dnscache followed by net start dnscache
Then restart the computer

Also look in the Properties of your Network Cards that Client for Microsoft Networks is installed and enabled. It should be.

I did do those steps aside from the DNScache command. I am trying that now.
Thank you for your help, by the way. The DNS cache stop and start did not help, and the client is installed. I still have no internet however on either adapter.
Something is seriously wrong with your operating system.

For any recent OS, run cmd.exe with Run as Administrator and run SFC /SCANNOW. Allow to complete, restart and test.

If that fails, you may to do a Repair Install of the operating system.
I actually ran an SFC /scannow before posting on EE. No issues detected. I suppose I will have to look into a repair.  Thank you very much.

For Windows 10 Repair Install, follow the Media Creation Link.

Click on Upgrade to Windows 10 (even if Windows 10 is running), click on the Download button, select Open (Run) but NOT Save. It is possible you may need to go to the download location and run the program - it depends on exactly what MCL does (it changes from time to time). Allow the program to run. Allow drivers to update. Then select Keep Everything.
Is this relatively safe? I don't want to lose anything data, so perhaps I should take a backup first? It is Windows 10
For Windows 10, when you start the media creation link and proceed with run in place, you should see a screen to:

Keep Data and Programs (Everything)
Keep Data (removes applications)
Keep Nothing (fresh install)

Make sure you see these screens before proceeding. I have done these numerous times now and not lost anything.

I always back up documents and email anyways just in case.
Also, I noticed that the page has "Update" vs "Upgrade" - I want to make sure I am looking at the right thing. As the laptop doesn't have internet, I will need to download on another PC and move to it via flashdrive instead of clicking "Run" - this is acceptable?
Yes, I forgot that.

You can use the option to make upgrade media for another PC and do that on a USB key.

Then start your PC and insert the USB Key and run Setup from the key and that should start the repair install.

As noted, I back things up first.

Well I was unable to use that tool to reinstall Windows 10. I did however take a backup of the files and do a Windows Reset while keeping files in place- still in progress.
This question needs an answer!
