Outlook 2016, signatures don't work in new window.

Hello,

We have recently had a sudden issue for several client workstations.  

Outlook 2016 client with an Exchange 2016 server.

When users reply or forward messages within the Outlook "preview", the signature works.  However when they open the message so that it opens in a new window, and select to reply or forward, the signature does not populate.

I have checked and verified that the editor is in HTML, and that there are no Add-Ins.  
I have uninstalled the Symantec Anti-Virus for troubleshooting purposes.  

Any suggestions?

Please check if you have latest update version of Microsoft Office 2016

Office 2016

1. Open any Office 2016 app, such as Word, and create a new document.

2. Go to File > Account (or Office Account if you opened Outlook 2016).

3. Under Product Information, choose Update Options > Update Now.

NOTE: You may need to click Enable Updates first if you don't see the Update Now option right away.

4. Close the "You're up to date!" window after Office is done checking for and installing updates.
Go to File Menu then Options --> Mail --> Signatures --> There you will be able to see signature configuration. Make sure you have selected Signature enabled for New Messages and Replies/Forward both. If it is none for New Messages obviously it will not show for New messages.

Updates are current.  Signatures are correctly set.  Note that Signatures work if messages are replied or forwarded within the preview windows.  It's when the message is opened in a new window when it no longer works.

Found the problem myself after series of troubleshooting.
