USB Boot from Surface Pro 3

I need to boot my Surface Pro 3 from a USB stick. The up and down volume button is broken so I can't use that process to boot so I went into the advanced settings and followed the instruction from Microsoft - https://www.microsoft.com/surface/en-us/support/storage-files-and-folders/boot-surface-from-usb-recovery-device?os=windows-10&=undefined - but it still boots from the SSD only. Any idea how I can get this device to boot from the USB stick?

Why don't you use a USB keyboard to get into the BIOS then change the boot order. Then re-attach the drive.

I did that and got into the BIOS and changed the boot order per the instructions from Microsoft. The boot order is USB and the the SSD but it goes right past the USB stick and boots from the SSD. I have tried 2 different USB sticks and have also verified in a laptop that the sticks are bootable. It is only this this tablet that I am having an issue.
What options do you have to select for boot order?
SSD Only
USB > SSD
Network > USB > SSD.

And I got to the UEFI setting by going through the advanced options that can be accessed via troubleshooting in control panel. If there is a key I am supposed to hit to get there I can not find what it is.
Try renaming USB to BOOTME..... this is what it says on this site.

I am not sure that there is a way apart your non-working volume key. Please try with a win10 setup usb stick.
That is what I am using - a USB Setup stick.
Ok, don't worry, just start setup from within windows. Or is windows not booting any more?
did you test if the usb stick is bootable on another system?
