Windows 10 Home 1703 15063.413 Can't change the environment variables

Hello,
Within the last 3-4 months I had changed the environment variables, and today I can't.  I read the findings from the internet and that has not worked.  I am Administrator.  I read that since Windows 10 15011 the ability to change the environment variables has been disabled.
Might you know of a work around.  I need this solved very soon.  I hope one of you will know.

Mr Stewart (I once worked up in Thule Greenland at Thule Air Base, the Commander was Ray Stewart.  I was not an airman, I was a university student.  Ray Stewart was/is the greatest man I had ever met.  And I'm not saying this because he was a Commander.)
Back to my problem.  At first, I did think/thought that there should be an "OK" button.  I'm using the windows 10 1703 scaling option, but only thought of changing the resolution, and did not see the OK button.  When you affirmed that there was an OK button, I changed the scaling down to 100%, rebooted and whala there was the OK button.  NOw it did work.  I lost the entire afternoon just because of this!
