Viewing changes during development with Shift Refresh

What the * is going on? I've been away from development for a couple of years. Stepped back into it to help out a friend and I can't get any work  done because the friggin browser keeps pulling from cache. In Chrome, Safari or Firefox I use to be able to hold the shift key and click the refresh button to immediately see the changes I've made to a webpage. But today I'm having to clear the browser history and sometimes that doesn't even work.

What do I need to do to force the browse to download my changes? I'm just waisting time trying to decide if I did something wrong or the browser is not showing my  changes.

Additional info is required. Try posting the following.

1) URL of page your modifying. Must be public, so people can use curl to pull headers.

2) State exactly what you're changing.

3) State exactly what you see changing (if anything).

4) State what you expected to see change, which stated the same.

5) State your OS + version along with your Browser + version.

Likely someone can assist you.
use Ctrl + F5 to refresh the files from server...
or, make sure nothing is saved on browser cache based on your meta tags...

but, a normal web site caches all static content, so, clearing cache is required :)
