You have posted ccm.log I presume.

On IBL1FA03P, see c:\windows\ccmsetup\ccmsetup.log . Or upload .log and .lo_ files here.

They will have more information.

Services i will check and update.

Client machine CCM logs i will upload on Monday  since user is not available for tomorrow.

BITS is prerequsite for SCCM client.

Which OS version is running on client?

I'm not sure if this fix works on all Windows versions, but you should run this line from elevated command prompt:
sc create BITS binpath= "c:\windows\system32\svchost.exe -k netsvcs" start= delayed-auto

Yes, I have installed in few sccm clients on our domain client machines and its working and I am able to see all clients active status.

Client Machine OS Version Details:

OS Name:                   Microsoft Windows 7 Professional
OS Version:                6.1.7601 Service Pack 1 Build 7601

 I have tried reinstalling it by entering the following command into cmd.exe as suggested.
 
        sc create BITS binpath= "c:\windows\system32\svchost.exe -k netsvcs" start= delayed-auto
 
However, I get the response message:
 
       [SC CreateService Failed 5:
 
       Access is denied.
 
I am opening cmd.exe with "Run as Administrator".
 
I have also ensured the administrator has "full control" under the security permission within properties.

Any other Solution

Please attach ccmsetup.log and ccmsetup.lo_ files as attachments (Don't paste) it. Maybe there is another error.

Multiple issues.

Client push properties seems to be blank.

Try to put smsmp parameter like here or allow SCCM publishing to AD.

Can you please check the below parameter is correct.

SMSSITECODE=IDS SMSMP=ibs1wsus1v.idsgrp.mpls.com FSP=SMSFSP01 DNSSUFFIX=IDSGRP.MPLS.COM

And these below 2 things are ok.

 1 Management Point is published on DNS or WINS
 2 Management Point FQDN can be resolved from the client machine

Site Code = IDS
FQDN Name= ibs1wsus1v.idsgrp.com

Am I not sure this below is correct?

FSP=SMSFSP01 DNSSUFFIX=IDSGRP.MPLS.COM

Please suggest.

WSUS server is also your MP?

Go to a working client and read locationsservices.log

It will have entries like

LSGetManagementPointForSiteFromAD      LocationServices      
The MP name retrieved is 'MPSERVER1'      LocationServices      
Retrieved Default Management Point from AD: MPSERVER1      LocationServices      
The site code retrieved is 'PQR'

Then you can find your MP and site code

No that is just a system name that we gave IBS1wsus1v.

I am sure about site code that is IDS.

Please find attached snapshots for your reference.

And I have checked the location services logs in working sccm client machine, that also refers same please find attached log of that also.

Client log is not up to date the last log its showing is dated 5th Jully 2017.

Delete the log and repush it. This will generate a new log.

I had deleted the log from the client machine and again pushed client from sccm it got failed and checked client machine there is no log. generated.
