Create Windows bootable OS
Please provide me with the steps on how to create a bootable Windows OS that will boot from a USB drive so that I can access the computer's Windows 10 OS to run antimalware and antivirus programs.

There was a tutorial above to create a bootable USB key. You need an Ethernet network connection so it can pull down what it needs. That is the way Windows 10 works.
You need to Run Windows in Safe Mode.
Press the Shift key while restarting PC.
you can not load (Run) entire Windows from USB.

It will work either way. Safe Mode if that is the only way to start the computer.
If you want to scan your PC you can not load Windows clean (if is Infected ) unless you load it in safe mode. but I'm not sure if you then can run Antivirus/Anti malware in safe mode.
The proper way is to create a Bootable Rescue Emergency USB/DVD on a clean system or Boot your system from a Bootable Antivirus and scan your system.
