If you have a iPhone with no apps, then yes, you can back it up to iTunes and the new backup will not have any apps. I trust this helps.
Note: If iTunes has a prior full backup, you will want to delete this before connecting your iPhone with no apps.
Of course, if you remove all apps manually before you make a backup. On restore, there will be no apps at all.
Ok, let me rephrase... can I backup a phone to iTunes without apps?
Your Answer is Yes if you have no App on your Phone as other Experts noted above.
And No if you have some Apps on your Phone.
You need to Uninstall them after Restoring the Backup to your Phone.
Of course, you can backup your phone which have apps to your computer and on restore, the apps will be there also as there is no selective restore.
