Outlook 2007 suddenly blocking PDF attachments

We receive requests from our government clients in pdf format.  We will receive the email but the email attachments will be blocked stating the following comment: "Outlook blocked access to the following potentially unsafe attachments: [file name]"

Unfortunately I have not received any updates on June 13th, 2017 but have this exact problem.  Looking back on old emails from a year ago I also noticed that these got stripped off as well.The company is working on a 2007 platform.

Is this happening on multiple Outlook desktop clients, or just one?

We are a small firm of 3 individuals.  Two of us are on Windows 2007 and we are both experiencing the same issue.  We also work from a Webmail server, and in a convoluted manner we can retrieve the information but this should not be the case.
Hi All,

I have checked and found this type of error is mainly occurring in files that have two dots or an exclamation mark in front of their file extension like;

-test..txt
-test!.txt

Please check your file.

What is an example filename that was blocked?

I had received a similar one (different file number) but same format - that one came through.
So the same computer is blocking some PDF attachments, but allowing access to others?

And you confirmed that you don't have KB3191898 by looking at all updates on that system?

That is correct - it truly seems to be hit or miss, which doesn't make sense.  And I can confirm that KB3191898 does not exist on our systems (just checked again).
Very odd.  Do you have any malware / virus scanning on that computer that could be seeing something in the PDF and alerting Outlook it is suspicious?  You could try turning that off for a test (may need to restart Outlook).

My apologies Bill - work got the better of me and I was not able to address the problem.  It still seems to be random but I have noticed some pattern to the extensions our clients are sending.  Many of them have multiple periods at the end of their documents.  Other ones seem to be fine.  Unfortunately or fortunately I am simply working on a basic AVG package in scanning my files...been using it for years.

:) Which seems to bring us back to full-circle.  This update never came across our systems.
Thank you Bill for your patience in sticking with me.  So far it appears that the periods ARE the culprit.  Our clients are choosing standardized subject lines that are so long that they come across as a partial title showing many periods and then .doc.  This is obviously confusing the system.  Thank you again for 'scratching your head' with me.
