A bit more details of what you need and want would be more useful to get a more suitable answer. For now, I'm just going with what I think you mean. To get the most help, get good authoring software, like Adobe Dreamweaver CC. That already gets you very far.
As for full offline testing, it's possible, if you have a server with the correct server software you need installed. If no server, the software can also be installed locally on the same development PC.
