Can one registered user enter and maintain multiple participant records in Wordpress Participants Database?

Can Wordpress Participants Database support a solution that enables a user (e.g., parent) to sign-up and:
1. Create a group (e.g., family) record;
2. Add and manage (view, edit, delete) individual records for and on behalf of  member in the group/family.

If not, what is the closest alternative?

You are defining an interaction.
Could you rephrase what it is you want to achieve.

What is being created by a designated "parent" in a group?
What is the setup content management, document management?

The designated "parent" in a group:
1. Simply creates the family name (call it family group name or community name)
2. He then logs in, clicks a like "add member" or "New community member" or "New family member"
3. In the new form, he can enter the member's details and clicks save
4. He can view a list of members he added
5. He can remove a member from the list
6. later he can even export his list of member to excel (not so critical now)

N.B, the addition of members by the "Parent" is through filling a form, NOT invitation, NOT even selecting from existing users of the website. I hope I have clarified. Is this what your forms can support?
Unfortunately beyond, parents creating children.
What are the parent and children functionally do on what you are trying to achieve?
One commonly picks a tool/setup that achieves what they expect the thing do, then explore whether getting the rest of what they want ..

You seem to want a mechanism that support right assignment (creating parents)

are you trying to create a sub-content where patent_designee will create users for then to, to what end?

What is the underlying responsibility of the children in what it is you want.

What is the big picture, do you have a tree with each parent functions as a branch that can spawn ......
My business goal is to allow up to 250,000 church clerks in a denomination (parents) to create and maintain custom attribute rosters of members (children).

Each church (group) has only one user registration/profile and a unique ID. Church members are passive records but each has a unique ID within a unique Church ID.

The children have no role or responsibility within the system.
Wordpress might not be the tool to use.
You are looking for a contact relationship management type of application.
Presumably you want only select few access.......... No external people access the info.

presumably, clerk A in church 1 adds their perishoner, you still presumably want the bishop to see perishoners from Church 2...

The mechanism is one thing, I.e. Each cleare has assigned sign-in credentials and affiliation. Part of the user addition form, the clerks affiliation is the basis of the affiliation attached to the perishoners record, making the parishioner an affiliate of the same church, facility the clerk is assigned/affiliated.

Rights of clerks/accounts and what they are authorized to do .....
All clerks have the same form to add a perishoners,  the clerks affiliated_church will be used in the creation of the perishoner's revord.
Are you planing on accounting for perishoners who move from one parish to another within the ....
No, I am not account for parishioners who move from one parish to another. No need for bishop to see records of churches, only admin will be able to see all churches.
Having this info on a web based setup suggests the need for tight security to avoid exposing .....

Have you considered creating the db/form process as a standalone just for this purpose.
