Windows 10 opens another window when clicked on an open peogram

Latest version of Win 10 Pro running on Surface Pro 4.

I did a full OS reset to rule out a virus or some weird OS corruption, but again when I click on an open program on the taskbar instead of opening that active window it opens another instance i.e another Firefox window or Excel sheet. Temp fix is to reboot and it may be good for like 10-15 and the it start happening again. The mouse seems to be erratic but even if my surface does not have any peripherals connected it does the same thing

Any idea what this could be?

Hi,

You said it does this without any peripherals connected, but just to be clear, does this happen even with no external mouse / keyboard attached at all - in other words, a screen press does this too?

If you do have any external mouse attached at all, I would guess at that being the issue in the first instance.  It is acting somewhat akin to a right click, then select the application, which does open up a new instance.

Also, please check:

Control Panel - Mouse - (Buttons Tab) - ClickLock

Make sure ClickLock is turned off.

it's intermittent, safe mode boot cannot be used as each time I reboot the issue goes away
Click lock is disabled
may have something to do with the detachable keyboard, last time it happened I removed it and I want to think that fixed it, but cannot be 100% sure, need to try when it happens again
"safe mode boot cannot be used as each time I reboot the issue goes away" - but you could stay in safe mode for a longer time than "10-15", right? So you could see if it makes a difference.
Unfortunately it's super intermittent can go for days without the problem
Boot safe mode, leave it on over night - this night, next night and so on. Night time is test time. Let's see if it returns.
it happened to me again today, after like 4 days of working OK and  I think it's the remote tool called Kaseya I use to access my client's systems. I noticed that this tool acts up often locking up my keys or switching to CAPS, it's weird and none of the updates I've installed over the past months addressed this issue
Fine. Observe it a little more and then close this question when you are sure.
That's why to rule out such issue get rid off third party agents as i advised in my first post :)
it's one of the most critical apps I have to use so I'm stuck :-(
Was it a 3rd party service or agent? No, it was an app that you started, right? Also it is not even confirmed by longer testing. I would never rush to select solutions.
