MS Azure - Cloud network best practices

Hello experts.  We have a web app that will be deployed in Azure, dev/qa/prod, on Windows VMs.  Does it make sense to install a domain controller on the network, for DNS and user management?  What are best practices around hosting a Windows web application in the cloud, with no on-premise integration?

It sounds like a domain controller isn't necessary in an Azure scenario where only one application is hosted in the cloud with no integration to the on-premise network.  I'm new to cloud hosting so I thought a DC would help manage users/group polices/DNS of our Windows Servers in Azure.  Do you have any more articles that explain creating a new Azure infrastructure? Something that highlights user mgmt/group policy/DNS when a DC is not installed?
