Can't access some email accounts via OWA Admin access

We are using Exchange 2010.   We have it set up so that I can access any of the email accounts via my admin account in order to troubleshoot.   To do this, I type in the URL   https://owa.companyemail.com/owa/jsmith@mycompany.com

By using this URL it allows me to log in using my admin account to gain access to jsmith's email.   This works on about 90% of the email.   However in troubleshooting, I found that if the person (in this case, JSmith) hasn't yet logged into OWA, then I get an error and it won't let me in.   But I found that once JSmith has logged in using OWA, then it works fine.

Any idea what this person logging in does that now allows me to connect?  I would like to correct this without asking everyone to make sure they log onto OWA at least once.

@Viktor that is not true because this statement get false when anyone access shared mailbox and you know that share mailbox account never login using its own account.

Point of first time login in OWA where it asks for Language and time zone will be available who so ever login using that account even who has full permission.

@dfranklin81: can you provide complete error message or output message to check it further.

It does ask me for the language and timezone when I log in.  This is the only error message I get.   I haven't seen anything in the event logs.


      A problem occurred while you were trying to use your mailbox.

Once this person has accessed OWA under their userid/password, then it works for me.   So obviously a work around would be to have everyone log into OWA once.    But I would like to not have to do that as there will be some that won't do it ... until it's advantageous for them.
I am curious to know if you are able to log into OWA with your own ID then open another users mailbox that you were not able to access via OWA directly before.
