IP4 Network suddenly can't get to certain websites like Google!

About a week ago this 3 year old Dell Optiplex 790 running Windows 7 service pack 1 is having problems accessing certain websites like Google.com and some other secured websites.
It's on a local domain network with a Server that is handing out DHCP but it cannot resolve the IP address so I have been using a static IP address of 192.168.1.1 255.255.255.0 GW 192.168.1.1 DNS 192.168.1.190 (Server's address) and even added the external DNS of the ISP and even added WINS of the server's IP of 192.168.1.190.
It will no longer let DHCP resolve the IP address but all of the other 7 PCs work fine.
I even copied down those exact IP addresses and changing the local IP inserted it with a static IP and it still has the same problem.
Emails come in using the POP/SMTP through this same NIC.
I loaded new NIC drivers to this onboard Intel embeded NIC - same problem.
I even purchased a new NIC and it does the same thing.
It had McAffee so I removed it and the same problem.
I turned off all of the Windows firewall and same problem.
This PC is on the LAN and can get access to all of the network shared drives with no problem.
I tried to go back and do a system restore before this problem but it has the same problem.
I also checked the HOSTS file in the system32 - nothing blocked.

How have you determined this?  Are you testing with NSLookup?  I would check with NSLookup using your server for DNS and also try 4.2.2.2.
I've seen problems in IE where it didn't switch to https:// properly.  For example, if I typed yahoo.com in the address bar, IE would change it to http://yahoo.com, which doesn't work.

@Alan: excellent point.  I missed that.

@FAD: It's not clear what is actually happening when you try to use DHCP.  If you would post the output of ipconfig /all when DHCP is being used on the workstation it may be very informative.

The suggestion to use NSLookup is a good one and will try that but for the other comments, the PC never finishes the negotiation with DHCP and fails to the 169......  so that's why I use the static address of
192.168.1.32 and others.
255.255.255.0
192.168.1.1 gateway of the router.
192.168.1.190 dns of server.
For DNS 2 I have used the ISPs DNS, blank and router's too.
But have not tried 4.2.2.2 but shouldn't need to.
Remember it all worked a few weeks ago.

BTW turning IPV6 on or off doesn't make any difference either.

Doesn't hurt to try.

Does this problem only occur on secured sites?  Do unsecured sites connect OK?  I'm thinking there may been a proxy server hijack or redirection of your machine.

I've tried both and it doesn't seem to matter.
For example I've tried http://www.google.com, google.com, https://www.google.com and non works.
And now you know how Google wants to change it to https://www.google.com/?gws_rd=ssl and that doesn't work.
Its possible but I haven't seen any redirects and I've also just installed Firefox and it also has the same exact problems as IE.
Really strange!

DBRunton, this sounds the best so far.  I'll try it and let you know.
However it may take a bit because this PC is remote to me and I have to rely on someone there.
I can't get remote control of it because of obvious reasons! :-)

We tried the steps outlined in the first example and rebooted then could not even get email or access to any Internet or network drives. Even setting the IP address is to automatic or back to static did not work.

In order to be able to get some files and some work done we restart it back to yesterday and we have a limited access we had before.

I'm actually thinking about removing the hard drive out of this system and inserting it into the identical PC and see what happens.

Prior to that we did do an NSLOOKUP  and found the default server to be UnKnown and the IP address was the server's address of 192.168.1.190..

And here is the ipconfig /all with the static IPv4 address...
I blocked out the external address to protect the innocent!

DBRunton, since we did your master network reset, then nothing worked, we did a system restore back to yesterday.
I don't want to say this too loudly but everything seems to be working!  
And this fix doesn't make any sense either especially after a system restore!  But let's keep our fingers crossed.
I will report back in a few hours.

In case the issue comes back, this is what I would try:
Start
Run
cmd
nslookup
google.com
server 4.2.2.2
google.com
exit


The results of those commands will tell us a lot about how DNS is working.  I doesn't address the issue of DHCP, though.

System is still running with a couple exceptions but I think those are regular problems. One website Builders Exchange has a few problems but it's still working on just about all websites! Again not sure why.
Having said that it still will not automatically obtain an IP through DHCP. But I'm going to schedule some time to work on that.
So the band-aid is on and working thanks to DBRunton.
Any ideas on why DHCP is not working?
As mentioned the server is providing DHCP.
I'd like not to close this just yet.

Unfortunately the identical problem has returned and I don't know why.
It was working with at static address but yesterday started to lose access to some of the websites and today can't even open up Google just like the original problem.  And still can get email and access to the network drives.
Anybody want to speculate?
