Outlook 2013 stop working

Hello,

My Outlook 2013 can’t start normally ONLY in safe mode, giving the error 'Microsoft Outlook stop working'
I’m running on a new pc win 10 fully updated
Microsoft Office 2013 fully updated
ALL Outlook Add-Ins removed
On this pc can’t run in Online\Cached mode normally, only in safe mode.
My profile running normally on any other pc

Any suggestion ?

Please create a 2nd mail profile for outlook and start with it.

Ok, but another user on the same machine can use outlook normally?
below in the error that I get, how can be fixed ?

Look, that's one step too far. Please answer whether it is a system wide problem, first - does it happen for other users, too?
can't open Outlook normally, the message 'Microsoft Outlook stop working' immediately appears.
only safe mode work.
It would be better if you explicitely said "yes, it is the same with other users".
If so, and only safe mode works, it could be an add-on to outlook - do you have outlook addons installed?

all above suggestion did NOT succeed
You said it's working for other user on same machine ? If so delete your windows profile and login again to rule out  of issue is something specific to Windows profile as you already tried the outlook profile

If not working for any user on this machine this clearly it's something to do with the Machine
To make progress, please answer all questions :-) Do you have any add-Ins installed? If outlook starts in safe mode, you can check that the following way:
->File menu->options->Add-Ins
There, you can choose to disable all addins for a test and restart Outlook.
Faulting application name: OUTLOOK.EXE, version: 15.0.4569.1503, This build version is not latest one It is SP1 version number.  

Latest build version is running with 15.0.493x.000, you may need to install more updates.
One more Suggestion,

Uninstall Office completely.

 Try a Windows 10  Repair Install with an In-place Upgrade.
 
You will not lose any data files or Apps if you follow the Instructions.

    Go to the Windows 10 Media Creation Tool from this link:

Click on Download Tool Now, save it on desktop,  then run it as Administrator, accept license agreement, then Choose

Upgrade This PC Now, let Windows to Update drivers. make sure that Keep Personal Files and Apps  is Selected  and let the Windows do the rest.

Install Office and Retest if the problem is fixed.

 If this does not work, then a fresh Windows reinstall is required.
I suggest you to try below method. May be this helps you:

Un-install add- ins
Repair OST File,
Repair PST File
Create a new profile

If all these does not work repair your Office program.
