HA Event vs HA Failover

I opened a case with Vmware support regarding an HA issue in our vCenter 6 environment and they stated we had an "HA Event and not a "HA Failover'". What is the difference between the two>

So if a host disconnect and tried to power up a VM on another host but failed because of lack of resources and never really moved the VM this would be an event???

A bit confusing
That's event, because no failover has occured.
