Outlook Search results limited with Exchange 2016

I am having an issue with Outlook search. The search results are being limited to 250 items.

I tried suggestions in the article below by unchecking the number of search results limitation as well as applying the registry key.

Outlook clients are connecting to Exchange 2016 CU5. Is there a server side setting that I am missing?

Can users use the local OST file for searching?  That may produce more results.
